How to Pass the LACPA Law and Taxation Paper

Balance Brightness blog cover: How to Pass the LACPA Law and Taxation Paper: A Study Plan for Lebanese Candidates

Short answer: to pass the LACPA law and taxation paper, study the Lebanese tax code and commercial law as they are written, not as a summary. Then practise the two question styles the examiners use: short statutory questions that test whether you know the rule, and longer applied cases that test whether you can use it. Most candidates who fail this paper fail on Lebanese specifics, income tax, VAT at 11%, payroll and social security, and the commercial code, because no international accounting programme covers them. Give this paper more time than any other, and start with it.

Below is the study plan that gets candidates through it: what the paper tests, where marks are lost, and a week-by-week structure you can run alongside a full-time job.

What does the LACPA law and taxation paper test?

It tests Lebanese taxation and Lebanese commercial and professional law, the two parts of the LACPA syllabus that are entirely local. IFAC's profile confirms that LACPA's professional examinations are the gate to the profession, alongside a university degree and supervised practice under a LACPA member [Source: IFAC, Lebanon profile]. Lebanese taxation and commercial law are the parts of the coached syllabus that no international programme covers. The content of each session is decided by the LACPA Council and adopted by its Exams Committee [Source: LACPA Internal Bylaws].

Expect two things on the day. Short questions that ask for a rule, a rate, a deadline or a definition, where precision earns the mark. And applied cases that give you a company, a transaction or a dispute and ask what the law requires, where structure earns the mark. Our LACPA exam guide covers the exam as a whole; this article is only about this paper.

Why do so many candidates fail the law and taxation paper?

Because it is the one paper an accounting education does not prepare you for. A graduate who has studied IFRS and auditing arrives with a foundation for two of the four coached subjects. Nobody arrives with a foundation in the Lebanese tax code. Candidates who prepared for the US CPA or the CMA are the most exposed, because their tax knowledge is American and shares almost nothing with Lebanese law.

The second cause is studying summaries. Lebanese tax law changes through budget laws and ministry decisions, and a summary written two years ago can be wrong on a rate or a threshold today. Lebanon's standard VAT rate, for example, is 11% [Source: PwC Worldwide Tax Summaries, Lebanon], and a candidate working from an older note would write the previous rate and lose the mark. Study the source, and check the Ministry of Finance for the current position on anything that carries a number.

Which Lebanese tax topics carry the most marks?

Four areas come back every sitting, and together they are most of the paper.

TopicWhat the examiners testWhere marks are lost
Income tax on profitsTaxable base, deductible and non-deductible expenses, the rate, filing and payment deadlinesTreating a non-deductible item as deductible; missing a deadline question
VATRegistration threshold, the 11% standard rate, exempt and zero-rated supplies, input tax recovery, returnsConfusing exempt with zero-rated; recovering blocked input tax
Payroll and social securityTax on salaries, NSSF contributions and their bases, employer and employee shares, declarationsApplying the wrong base to a contribution; forgetting the employer share
Commercial and professional lawCompany forms and governance, the commercial code duties of directors and auditors, professional conductAnswering in general terms when the question asks for the code's rule

The Ministry of Finance publishes the current rules and rates for these taxes, which is the reference to work from [Source: Lebanese Ministry of Finance]; PwC's summary of Lebanon's other taxes tracks the current rates [Source: PwC Worldwide Tax Summaries]. Balance Brightness teaches the same material as working skills in Lebanese Tax Filing: Income Tax and VAT and Payroll, Tax and Social Security Mastery; the exam subject frames it the way the examiners do.

How should you structure a study plan for this paper?

Give it twelve weeks if you are working full time, and start with it, because it is the paper most likely to decide your result. Under LACPA's bylaws the exam is sat after the first year of traineeship and must be passed within five years of that first year [Source: LACPA Internal Bylaws], so a failed sitting costs a year of the window. A plan that works:

  • Weeks 1 to 4, income tax and VAT. Read the rules from the source, build your own one-page rate and deadline sheet, and answer ten short statutory questions a week from memory.
  • Weeks 5 to 7, payroll and social security. Work full payroll computations for three different employee profiles until the contribution bases are automatic.
  • Weeks 8 to 10, commercial and professional law. Study company forms, directors' and auditors' duties, and professional conduct. Practise writing an answer that cites the rule, applies it to the facts, and concludes.
  • Weeks 11 to 12, mixed cases under time. Full past-style papers, marked hard. Fix the pattern behind every lost mark, not the individual question.

Pair this paper with managerial accounting in the same period so a reading-heavy subject sits beside a calculation subject.

How do you answer an applied case question well?

Use a three-part structure every time: the rule, the application, the conclusion. State the relevant provision of the tax code or commercial code in one sentence. Apply it to the facts you were given, naming the specific amounts, dates or parties. Then conclude with what the company must do, pay or file, and by when. Examiners reward this structure because it is how a practising accountant advises a client, and only LACPA-licensed CPAs may audit and issue audit reports in Lebanon, so the paper is testing whether you can be trusted to do exactly that [Source: IFAC, Lebanon profile].

Two habits lose marks. Writing everything you know about a topic instead of what the question asked, which spends time and earns nothing. And answering in general terms, "the company should comply with the tax law", when the question wanted the specific rule. Precision is the currency of this paper. If a rate, a threshold or a deadline exists, write it.

How Balance Brightness prepares you for this paper

The Law and Taxation for LACPA Exam subject covers the Lebanese tax code, commercial law and the case-style questions the examiners favour, taught by Mahmoud Chehade, who has filed the returns and advised on the rules the paper tests across 30 years in Lebanese accounting, audit and tax. It is the subject most often taken on its own by candidates resitting one paper.

It is also one of the four subjects in the full LACPA Certification Program, which costs about 20% less than taking the four separately. Sessions run in person on Hamra Main Street in Beirut or live online, in English or Arabic. If you want the practitioner version for the job rather than the exam, that is Lebanese Accounting Law in Practice. Not sure which you need? Ask us.

Frequently asked questions

Can I resit only the LACPA law and taxation paper?

From a preparation standpoint, yes: this subject is taught on its own precisely because it is the paper candidates most often carry, and a focused resit is far cheaper in time and money than repeating everything. How passes carry between examination sessions is governed by LACPA's regulations, so confirm the current rules with the association when you register for the next sitting. Whatever the rule, the five-year window from your first traineeship year keeps running.

Should I study Lebanese tax law in Arabic or English?

Study it in the language the statutes are written in wherever you can, and answer in the language you think in under pressure. Lebanese tax and commercial legislation is drafted in Arabic, and translations sometimes smooth over distinctions that a question turns on. Balance Brightness teaches the subject in English or Arabic and works the material against the statutes as written, so candidates see the exact wording the examiners have in front of them.

How much of the paper is commercial law versus tax?

LACPA sets the content of each session, so the split can vary, and you should confirm the current structure with the association. In practice tax carries the larger share of marks and is where most candidates lose them, but commercial and professional law is the part that is easiest to under-prepare because it feels less technical. Treat both as examinable in depth, and give law the three full weeks in the plan above rather than a weekend.

Is there a pass mark for the LACPA law and taxation paper?

The passing standard and the marking scheme are set by LACPA and its Exams Committee, and the association does not publish detailed pass rates by paper. Do not plan to scrape a threshold. Aim to answer every short statutory question precisely and to structure every case answer as rule, application, conclusion; candidates who do both consistently pass with room to spare, whatever the exact mark.

The bottom line

The LACPA law and taxation paper is the one that decides most results, and it is decided by preparation, not intelligence. Study the Lebanese tax code and commercial law from the source, keep your own current sheet of rates and deadlines, practise both question styles under time, and answer every case as rule, application, conclusion. Start with this paper, give it twelve weeks, and the rest of the exam gets easier. The Law and Taxation for LACPA Exam subject is built to take you through exactly that.

This article is exam preparation guidance and is not tax or legal advice. Lebanese tax rates, thresholds and deadlines change through budget laws and ministry decisions; verify the current position with the Ministry of Finance and confirm exam rules with LACPA.
